Booker White - Chairman
booker_whiteSince 2004, Booker White has been the Fair Share Administrator for Caddo Public Schools, the largest employer in Caddo Parish, that purchase $50 million annually in products and services.  He leads the school system’s efforts in implementing the “Opportunity Caddo Fair Share Program”, a program designed to enhance economic development through the growth and development of small and economically disadvantaged businesses.  Previously, Mr. White, a licensed real estate broker and economic developer, was manager of Minority, Women and Small Business Development for the Greater Shreveport Chamber of Commerce.  Before joining the chamber team, Mr. White served with the City of Shreveport in the Department of Community Development.  Additional prior experience includes management positions with the State of Texas during the administration of Governor Ann Richards.

Mr. White’s educational background includes a master’s degree from Louisiana Baptist University in Shreveport, a bachelor’s degree in Business Administration from Louisiana State University in Baton Rouge, and an associate’s degree in financial management from the Community College of the Air Force in Austin, Texas.  Mr. White spent 4 years serving his country in the Air Force from 1988-1992.  He has a Master Compliance Administrator certification from the American Contract Compliance Association, and he is a graduate of Oklahoma University’s Economic Development Institute.  Mr. White currently serves as Chairman of the Board for the Shreveport-Bossier African-American Chamber of Commerce, President of the Shreveport-Bossier Realtist Association, former president of BanCorp South’s Advisory Board, as well as former 2nd vice-president of the American Contract Compliance Association.

BIOGRAPHY:

I am a retired member of the United States Air Force with 24 years of service.  I have been an active member of the SBAACC since 1998.  I have currently served on the SBAACC Board of Directors for the past eight years and have held the position of Vice Chairman of the Board.  Married to Cheryl V. Young, with two sons, Nathaniel I. Young and Grandson, Jordan L. Feaster.

David Aubrey - Secretary

            David Aubrey assumed the role of Managing Director of the Strategic Action Council in July 2008. In his capacity, he is responsible for the day-to-day operations of programs and activities relating to the CDC, to include building support for both the Northwest Louisiana Community Initiative and The Fund.

            Mr. Aubrey will also assess the Second Bottom Line potential of prospective deals, with regard to their economic, social, and environmental potential.

            Before joining the Strategic Action Council, David served as the Director of Community Development Programs at Southern University- Shreveport (SUSLA), where he oversaw the University’s home ownership, housing, and small business/entrepreneurship programs. While at Southern, David also managed multiple federal grants with the U.S. Department of Housing and Urban Development that supported community development efforts between the university and area nonprofits located in low and moderate-income neighborhoods.

            A graduate of Grambling State University with a Bachelor’s degree in Public Administration, Mr. Aubrey is a member of the Board of Directors for the United Way of Northwest Louisiana, Greater Shreveport Chamber of Commerce, African-American Chamber of Commerce, Spring Olive Grove Community Development Corporation Boards, and is Chairman of the Rogers C. Jackson Memorial Scholarship Board.

            David has received numerous recognition and awards, among them the “40 Under 40” Outstanding Leaders in Shreveport-Bossier, granted in December 2007 by the Chamber of Commerce.

Beverly Parker - Board Member
bparkerBeverly Parker was born and reared in Shreveport, La.  She is a graduate of Booker T. Washington High School in Shreveport, and later earned her Bachelor of Science Degree in Social Work and Sociology from Southern University, Baton Rouge, La.

After college graduation, Ms. Parker moved to Miami, Florida, and was employed with the Florida State Health & Rehabilitative Services as a Counselor and later with the Criminal Justice Council as a Research Assistant.  While in Miami, Ms. Parker furthered her education at Biscayne College (now called St. Thomas University), where she earned her Master of Science Degree in Human Resources, with a concentration in Management and Administration.

Years later, she moved to Atlanta, Georgia, where she was employed with the National Scholarship Service as a Program Manager and Coordinator.  In this position, she coordinated college fairs for high school students in 30 major cities across the country.  Eight years ago, Ms. Parker returned to her home here in Shreveport.  She worked for a brief period as a Program Coordinator at Louisiana State University-Shreveport where she managed the program which awarded stipends to students seeking certification in special education.  Currently, she is the Director of the Corporate Training - Incumbent Worker Training Program for the Division of Community and Workforce Development.  She and her staff assists employers in identifying training needs,  developing course curriculums, completing grant applications and managing the employer’s training program upon approval by the Louisiana Workforce Commission.

Ms. Parker has been the presenter for several workshops, addressing topics such as business plans, customer service, time management, and communications, as well presenting an overview of the Incumbent Worker Training Program to potential clients on numerous occasions.  She is a member of the Little Union Baptist Church where she has served for the past six years as editor of their church newsletter and as a member of the finance committee.  She is a life member of the Southern University Alumni Association, a board member of the African American Chamber of Commerce, and a member of the American Society for Training and Development.  Ms. Parker has also given her service as a volunteer to numerous other work-related and community-related projects.
